Site Manager (Flowline- Oil & Gas )
Objective
To provide leadership to the Site management Team. Responsible and accountable to execute, manage and successfully complete the assigned projects through periodic meetings and reviews with company staff, subcontractors and clients ensuring execution of projects within the parameters of time schedule, cost and budget maintaining safety, quality and client satisfaction.
Key Accountabilities
- Single point responsibility for the execution & completion of Company engineering projects as per the Company and Clients standards, specification, with quality assurance and HSE requirements.
- Execute the project in line with the Project delivery schedule.
- Monitor day to day activities through weekly, monthly and quarterly progress meetings of company staff, subcontractors, related personnel as well as by the client to facilitate achievement of targets highlighting slippages/backlogs formulating an action plan to keep the project on schedule.
- Ensure that HSE matters are given due consideration in project planning.
- Ensure adherence to the Health, Safety and Environment (HSE) procedures and maintain safe and efficient working environment through the HSE team based on which the project is controlled.
- Coordinate with the HSE, Quality and technical teams through management review meetings, kick off meetings, daily /weekly progress meetings to keep channels of communication open, review progress, ensure better co –ordination and expedite work within the project team.
- Participate in implementing and monitoring adherence to quality assurance policies and suggest improvements needed for continuous development of the quality management system.
- Conduct periodic internal quality audits for piping, mechanical, instruments etc to verify adequacy of the implementation of the quality management system under the leadership of the QA/QC Manager/ Engineer.
- Ensure proper documentation by recording events leading to a change in the project schedule on the part of the client, vendors, and other contractors from the execution, commercial and contractual points of view.
- Coordinate maintenance of camps/accommodation facilities, well-being and facilities for the people at site.
- Coordinate regarding maintenance of Plant & Equipment
- Accountable for completion, commissioning and handing over phases during the project completion stage to ensure high levels of accuracy, productivity and focus.
- Manage the construction team creating an atmosphere of co-operation and oneness. Foster role clarity, involvement and team spirit to facilitate smooth execution of the project.
- Perform any other related duties and responsibilities as required by the Contract Manager to enable timely, cost effective and safe completion of work to the required quality.
- Coordinate with Site planner to develop construction plan for the project to achieve the specified project/construction specific deliverables.
- Exercise control over manpower and materials resources in order to execute the project within budget, schedule quality and HSE requirements.
- Exercise change control and variance control on construction activity.
- Ensure the communication with and involvement of all interested construction personnel for the project/construction works.
- Report progress on project/construction work in a timely manner, highlighting issues which could impact quality, cost, and schedule and/or HSE matters.
- Actively train and encourage the development of Omani personnel for fulfil different construction roles.
- Liaise with the Company & the Clients on matters relating to design changes, construction, quality and HSE and its functioning.
- Responsible for conducting formal meetings, summarise and close-out pending issues.
- Ensure productivity is achieved within the set target, meeting HSE & Quality requirements within the target period.

- Technical leadership in Oil and Gas facilities and flowline/ pipeline construction
- Knowledge on Clients’ requirements & procedures
- Good understanding of regulatory approvals, environmental assessment and management in the Sultanate

Qualification & Experience
- Degree/ Diploma in a relevant engineering discipline (B.Sc./ M.Sc./ B.Eng.).
- 15 years of experience in construction and general project management of oil and gas facilities, with a minimum of 5 years of experience as a construction manager/ Supervisor in oil and gas projects.
