Project Engineering Manager

Primary purpose of the job & anticipated deliverables

  • Review of Project Engineering scope.
  • Review and approve the Master Deliverables Register for the project.
  • Identify the resource requirements.
  • Review and approve Engineering Manhours for the Project.
  • Assign work to Lead and Discipline Engineers, coordinate their activities, and follow up on Engineering Deliverables.
  • Monitor Engineering progress, follow up on delays, and highlight the major issues and bottlenecks to Management.
  • Prepare and establish Communication Procedures with Engineering Subcontractor, Project and Construction Teams.
  • Coordinate with Client for Document Approvals, Technical Queries and Field Engineering Queries.
  • Coordinate with Engineering Consultant for Engineering Issues, submission of Deliverables, incorporating Vendor information and recording Design Changes.
  • Obtain support from HO engineering team where necessary.

Tasks & Functions of the Job

  • Involve in selecting the Engineering Consultant.
  • Prepare the Scope Matrix (Split of Responsibilities with Engineering Consultants) before award of Contract.
  • Participate in KOM.
  • Approve Master Deliverable Register (MDR) and Engineering Documents Register (EDR).
  • Coordinate with Engineering Consultants for Deliverables.
  • Review and approval of Engineering Deliverables.
  • Suggest Optimization of engineering as per good engineering practice
  • Attend weekly engineering meetings with client and resolve technical issues.
  • Support Project Manager with reports in weekly progress meetings. 
  • Identify the priority documents and procedures and submit the same in time.
  • Identify and follow up the 'Long Lead Items and expedite related documents.
  • Highlight any risk identified during the Engineering phase to the Project Manager.
  • Ensure that the EDMS (Electronic Data Management System) is used effectively.
  • Ensure that ISO Document Procedure is followed. 
  • Follow up to ensure that the project queries are addressed effectively.
  • Ensure that the latest revision of documents is issued for Construction. 
  • Ensure that the Construction Team uses the 'Master Copy' of documents for red mark-ups.
  • Follow up with Discipline Engineers on Site Visits and ensure that Construction Team executes the work as per Approved-for-Construction' (AFC) Drawings.
  • Ensure that SPIR (Spare Parts Interchangeability Records) packages are identified early in the Project, prepared and approved well ahead of final documentation. 
  • Ensure that conflicts are discussed with the Engineering Manager and resolved In time.
  • Ensure adequate Engineering support during Pre-commissioning and Commissioning. 
  • Coordinate 'As-Built' Documentation preaparation as per red mark-ups for Client approval.
  • Ensure that site queries are cleared in time.

Dimensions

  1. Financial: Ability to certify Engineering Consultants for payment, Appraisal of Engineers, ability to recommend outsourcing of  Engineering activities.
  2. External Communication: Communicates with Client, Management, Vendors, and Subcontractors to the level of authority that authorizes work and affect financial commitments.
  3. Level of Authority and Decision Making: Authorized to assess the job execution, decision to decide the responsibility of an engineer in the project. Add remove the engineer in the project.

Operating environment

  1. Nature of the Work Environment: Dealing with Client, Consultants, Discipline Engineers, Project and Site Management.
  2. Work Condition: Site / Project Engineering Office.

Communication level: All levels, as appropriate or applicable to the situation.

  • Level 1: Dealing with others primarily to request information.
  • Level 2: Interaction with others is aimed at understanding, supporting, and influencing. Professional reasoning is required.
  • Level 3: Interaction is aimed at persuading, inspiring, developing, and motivating.

  • High and refined ability to resolve problems and to analyze complex problems and be able to secure agreement on proposed solutions.
  • Ability to collate the input from various sources and maintain focus on common goals and strategies.
  • Ability to assess, monitor, gauge, troubleshoot activities, coupled with superior planning skills.

Potential required

  • Education: Bachelor Degree in Engineering or equivalent.
  • Experience: 15-20 years experience in Detailed Engineering of Oil and Gas Projects, both Onshore and Offshore, out of which 10 years in Senior position.
  • Other / Interpersonal:
    • Good verbal and written Communication and Presentation skills.
    • Ability to motivate and inspire.
    • Ability to take decisions during Interdiscipline Conflicts.
    • Good relationship building skills with employees and Client.

  • Profession specific
    • Muliti-Discipline exposure and knowledge of Oil and Gas Processing Units.
    • Solid and diversified Engineering / technical background.
    • Good Planning skills.
    • Knowledge of relevant Codes, design software, and EDMS.
    • High degree of proficiency in MS Office packages – Excel, Word, Power Point; knowledge of Primavera software for Planning  is an added advantage.
  • Organizational: Organizational levels, presentation skills, financial terms and contractual terms.
